IHN-CCO: Lead Testing Rule for Children Revised February 21, 2020 The Oregon Health Authority has historically included lead screening as part of their Early and Periodic Screening, Diagnostic and Treatment Program rules. The lead testing rule has been revised to comply with Center for Medicaid and CHIP (Children’s Health Insurance Program) Coverage Guidelines for Blood Lead Testing. The new revised rule (OAR 410–130–0246) went into effect on Nov. 12, 2019 and states that all children enrolled in the Oregon Health Plan, including Fee-for-Services and Managed Care Entities (MCEs), must have blood level screening tests. Completion of a health risk assessment questionnaire does not meet the lead screening requirement for children under Medicaid.
